In case your External HDD is USB-powered you could try to use Y cable like this one for example.

USB 3.0 DUAL Power Y Shape 2 x Type A TO Micro B SuperSpeed Cable External Hard Drives For Seagate/Toshiba/WD/Hitachi/Samsung (80cm. 1M)

Here is a detailed description:

What is your OS?

XP usually takes a lot of time to recognize the disk.

Did you try using it on another computer to see if the problem is still present?

My system is win10 pro
Does not work on other PCs
No strange noises
Continuous led flashing only
And creates interference with the software and hardware of my pc
Already formatted 2 times
So it should not have viruses.

Open the case and detach the HDD from the case. Connect HDD to any SATA port in you or an another PC. Check the performance of the Hard Disk. Test the HDD with Hard Disk Sentinel, Data Lifeguard Diagnostic,  or an other software. If the Hard Disk is working properly then the problem in electronics which is in the case.

Did you try to plug in the (external drive) cable after starting your computer?

I'm doing the followings:

1) Start computer
2) Plug in
3) Plug out
4) Close computer
