Introduced into the U.S. Senate in March, the Eliminating Abusive and Rampant Neglect of Interactive Technologies (EARN IT) bill proposes requiring companies like Facebook, Twitter, and Google to monitor digital messages for illegal material in order for those companies to continue to be protected from liability for what’s published by their users.

While the bill doesn’t talk about encryption, experts agree that the only way to effectively monitor such platforms is by either doing away with encryption entirely or creating backdoors for the companies to screen messages and uploads. This legislation would have far-reaching implications for privacy and the operations of tech companies in the U.S.
