First you fill out the form of PC-Magazin/Weka. Then push submit -first red button.
Then you must go to https://sms-receive.net number: +4915903908908.This is a handy number. +49 is Germany.  You must use the nr without +49  (15903908908) on the PCMagazin/PCGO site.
Wait a little bit on sms-receive.net. If your sms code comes -2 minutes later-,put it into https://ielements-projects.de/weka/acdsee10/register/  sms -code bestätigen. 
Then push submit-second red button. Now you get the answer:Your key was sent to your accounted mail. 
Yesterday it works fine!
